Whether the exam is open-book or closed-book, one (potential) strength of exams is the work students put in to prepare for them. By not knowing what they will be tested on, students need to look at the unit as a whole – this should encourage them to take a step back and try to see how everything fits together, hopefully encouraging them to make links between different parts of the unit (and other units).
There is an argument that for some students the crux of their learning happens during their revision. However, this does rely on how students approach revision, a student who revise by doing as many past exam papers as possible is unlikely to reach the same level of understanding or make these connections. Which is why I think it is important we also teach students how to revise, in the same way for example we teach them how to prepare for a presentation before a presentation is due, or we teach them how to research and write a report before their project is due. This is anecdotally illustrated with openbook vs closed-book exams.
